The Avon and Somerset Police and Crime Commissioner receives funding from the Ministry of Justice (MoJ) which contributes to the funding of Victims Services, Restorative Justice Services and services supporting victims of Child Sexual Abuse.

Lighthouse Integrated Victim Care (from October 2014) 

Avon and Somerset Constabulary  

£2,196,000 (£906,000 contribution from the PCC and pending review £1,290,000 from the Constabulary)

Victims who are vulnerable, intimidated, persistently targeted or experience serious crime will be offered practical and emotional support and guided through the criminal justice process by specially-trained staff.  The service has teams made up of both police staff and independent support workers and volunteers.

In 2016 research was conducted by academics from the University of the West of England 'Bridging the gap: An evaluation of the Lighthouse Integrated Victim Witness Care Program'.

Emotional Support Service for Victims of Crime and ASB

Emotional and practical support for victims of crime and ASB, available both to those who report to the Police and those who do not.

Adult Advocacy Service - AVoice

The Care Forum (lead) working with SEAP and SARI 

£329,467.42 p.a. (grant, 3 years +1)

AVoice is a specialist advocacy support service for victims of crime or ASB who require enhanced support relating to mental health, learning difficulties, physical disabilities, problems associated with isolation, race, religion, or sexuality.  Available both to those who report to the Police and those who do not.

Children and Young People Advocacy Service - Young Victims' Service

Young Victims' Service (North Somerset Youth Offending Service)

£165,000 p.a. (grant, 3 years +1) 

Young Victims' Service is a specialist advocacy support service for young victims of crime and ASB up to the age of 18 and victims of crime and ASB aged 18-25 where additional needs are identified.  Available both to those who report to the Police and those who do not.

Independent Sexual Violence Advisor (ISVA) Service 

Safelink (Missing Link) 

£194,580 p.a. (contract, 3 years +1)

Specialist advocacy support for victims of rape and sexual assault.  Available both to those who report to the Police and those who do not.

Sexual Assault Referral Centre (SARC)

UH Bristol

£228,481 (NHS England is the lead commissioner with funds being matched locally by the PCC. Total value p.a. is £456,962)

Specialist medical and forensic services and support for anyone who has been raped or sexually assaulted.

Modern Slavery Support Service 

Unseen UK  

£38,513 (2017/18)

Specialist support service focusing on the needs of victims of modern slavery before engaging in nationally commissioned services as well as the period after that support ends.  Available both to those who report to the Police and those who do not.

CSE Victim Identification and Support Interim Service - 1st April 17 - 30th September 17

Provider Summary Budget 
Barnardo's 

 

Interim Service following a two year Innovation Project which was partly funded by the home office and came to an end on 30th March 2017. The interim service will provide continuety while the commissioning process takes place for the services on a longer term basis.

• A package in each Local Authority area to provide specialist and targeted prevention and identification, supported by a specialist centre. Local services are tailored to build on what works, enhance existing local arrangements and fully embed specialist support within the local package of services for vulnerable and high risk victims of CSE;


•Robust arrangements with respect to governance, information sharing, analysis to enable a multi-agency proactive capability to identify victims, prevent them from becoming victims, safeguard them, disrupt and prosecute perpetrators by building an evidence base to understand the changing victim profile and best target resources.

The PCC contributes £114,000 with the remaining funding being made up of contributions from:

Somerset Community Justice Partnership

The partnership offers multiple services including restorative justice conferences, offering victims and perpetrators a safe and controlled environment in which to come together.  They also train and support people from the local communities who volunteer as restorative practitioners.
