Victim Services - Contracted Services

The Police and Crime Commissioner (PCC) for Avon and Somerset and Avon and Somerset Constabulary are working with partners across the force area to pioneer a new approach to transform services for victims of crime and anti-social behaviour (ASB).

A key foundation for this approach is the Victims Code of Practice (VCOP).

This specifies that certain victims are entitled to an enhanced level of service.  These are:

  • Victims of the most serious crime
  • Persistently targeted victims
  • Vulnerable victims
  • Intimidated victims

 

The PCC and Constabulary are seeking a supplier to provide:

A) An Emotional Support Service for Victims (the Service) from 1st April 2015.  The service will complement and be part of a network of services for victims of crime and ASB in Avon and Somerset. 

These Services will offer practical and emotional support to all victims irrespective of gender, race, religion or any other protected characteristic and whether they report to the Police or not.  Priority will be given to victims who fall under the VCOP priority groups as listed above.  The Service will offer support in a range of ways to suit the victim's individual needs including via both telephone support and face to face meetings. 

B) An Independent Sexual Violence Advisor Service (the ISVA Service) from 1st April 2015.  The ISVA Service will complement and be part of a network of services for victims of crime and ASB in Avon and Somerset.

The ISVA Service will cater for the needs of rape and sexual asault victims in the Avon and Somerset force area.  the Service will offer practical and emotional support to all victims irrespective of gender, race, religion or any other protected characteristic and whether they report to the Police or not.  The supplier will develop an outcome focused support plan which will include help with the ongoing practical and emotional needs of the victim to enable them to both cope and recover.  The ISVA Service will have a close working relationship with The Bridge Sexual Assault Referral Centre (SARC).  As such the supplier will be expected to report to the SARC Strategic Commissioning Board.
