Avon and Somerset Police and Crime Commissioner Sue Mountstevens said: “There is nothing that can do justice to the collective failure by all organisations to protect Mr Ebrahimi and to treat him as a victim of hate crime.

“Avon and Somerset Constabulary accepts it failed Mr Ebrahimi and quite rightly has apologised to his family. Mr Ebrahimi’s sisters continue to show courage throughout this ordeal and great strength to work with us to ensure a appalling event like this does not happen again. All of the organisations that failed to protect Mr Ebrahimi need to ensure they learn from this report and do everything within their power to prevent a tragedy like this ever occurring again.”

The PCC will hold an Enquiry Day in the spring, with Avon and Somerset Constabulary, Bristol City Council and SARI. Her aim is to ensure that all partners are working together to support people who are vulnerable.
