On Tuesday 28th August 2018 at 10 a.m. at Avon and Somerset Police Headquarters, Valley Road, Portishead, BS20 8JJ a Police Appeal Tribunal hearing under the provisions of The Police Appeals Tribunal rules 2012 (as amended) will take place.
The Appeal is by Ex PC 4296 Cadden after a Misconduct Hearing found there was a case to answer for breaches of the Professional Standards of equality & diversity and discreditable conduct.
The Misconduct hearing panel’s sanction was: Dismissal (without notice).
In accordance with The Police Appeals Tribunals (Amendment) Rules 2015 this hearing will be held in public.
These Rules amend the Police Appeals Tribunals Rules 2012 (the 2012 Rules) to make provision in relation to appeals brought under rule 4 of the 2012 Rules in respect of decisions made under the Police (Conduct) Regulations 2012 (the 2012 Regulations). The provisions govern the information which may be published in respect of appeal hearings and the holding of those hearings in public.
Rule 4 amends rule 14 of the 2012 Rules to enable the Chair (defined in rule 3 of the 2012 Rules) to arrange for the publication of certain information about an appeal hearing at least 5 working days before the hearing starts, to receive written representations in relation to attendance at the hearing, and to arrange publication of information about the hearing.
Rule 5 substitutes a new rule 18 to provide, subject to exceptions, that an appeal hearing under rule 4 of the 2012 Rules takes place in public.

You also need to bring valid photographic identification to gain access to Avon and Somerset Police Headquarters.
Standard conditions of entry to Police Appeal Tribunal hearings
Avon and Somerset Police Headquarters is not generally open to the public, so for security reasons anyone wishing to attend the hearing will need to abide by a small number of conditions.
Unfortunately, if you don’t pre-register and agree to the conditions of entry below you won’t be allowed to attend the Police Appeal Tribunal hearing.
- Remember to bring photo ID on the day of the hearing
- Access to the site at Police HQ is restricted; we don’t provide transport to and from the site and travel to and from hearings will be at your own expense
- We will not be providing refreshments and there won’t be any available to buy; no eating or drinking will be allowed during the proceedings
- Mobile phones must be switched off or turned to ‘silent’ during proceedings
- Recording, photography or filming at Police HQ is not allowed.
The Chair may impose other conditions before or at the hearing at his/her discretion. The Chair may also order the removal of people who disrupt the hearing in any way.
Public and Press Seating
A maximum of 15 seats are available, 3 of which will be reserved for the media. Priority will be given to interested parties with seats allocated on a first come first served basis thereafter.
